GIA Deed Governance Group update

B2025 Feedback

Representatives of MPI’s B2025 project team joined the meeting and the DGG provided feedback on the draft Direction Statement, ahead of a stakeholder workshop hosted by MPI later the same day.

GIA Deed Review

The DGG agreed, in-principle, to a final suite of Deed changes to recommend to the Signatories of the GIA Deed. The Secretariat was asked to complete a further round of stakeholder consultation on the proposed changes before the final revised Deed is confirmed. An operational rule covering decision-making and disputes management under GIA was also agreed. The rule has been made available on the GIA website, along with the proposed changes to be made to the Deed.

The revised GIA Deed is expected to be finalised in November 2016.

GIA Governance Framework

The DGG agreed to adopt a revised governance framework for GIA, expected to take effect from 1 January 2017. A key element is the creation of a small executive committee (or similar), elected by the DGG members from within, to provide oversight of the day–to-day operational implementation of the GIA Deed and the activities of the Secretariat.

The Secretariat was asked to finalise the requisite detail to confirm the new governance framework, to enable final decisions about executive committee terms of reference and membership to be made at the DGG’s December meeting.

The governance framework will be actively reviewed as GIA continues to develop and grow.

Engagement Across the system

The DGG agreed in-principle to adopt a GIA engagement policy that will be used to guide Signatories’ engagement across the end to end biosecurity system (as set out within the scope of the GIA Deed). The policy will now be circulated to non-Signatory groups for comment before it is finalised.

Waste Disposal of imported risk goods

The DGG considered a brief for a proposed project to investigate the waste disposal of imported risk goods.

The DGG will hold a teleconference on 11 November 2016, at which final changes to the GIA Deed are expected to be finalised, subject to consideration of any further feedback.
